POSITION SUMMARY/OFFICE DESCRIPTIONThe Bureau of Political-Military Affairs is looking to hire a DeputyDirector for our Strategy Office, which reports directly to Bureauleadership. The Strategy Office and Pol-Mil Strategy Lab are chargedwith writing and tracking implementation of the Bureau’s strategicplan; devising and executing innovative projects that further theBureau’s top priorities; bringing strategic tools and new perspectivesto the Bureau; and serving as a hub for innovation across the nationalsecurity space. Current projects include modernizing securityassistance to meet new and emerging challenges; using defense trade asa diplomatic tool to further U.S. foreign policy; building a databaseto better track human rights abuses; applying the lessons of oursuccessful counter-piracy efforts to other maritime securitychallenges; and organizing the D3 Innovation Summit (Defense,Diplomacy, and Development), hosted by Secretaries Kerry and Carterand featuring an innovation pitch competition from across DoD, State,and USAID.REQUIREMENTSCandidates must have at least an active Secret clearance and must be acivil servant in a career-conditional appointment currently at aGS-14. The position is a GS-14 -- this would be a lateral hire.QUALIFICATIONSThe Strategy Office is looking for candidates with most (and ideallyall) of the following skills and characteristics:· Strategic Planning: Experience writing strategic plans(particularly in running inclusive and collaborative processes withdiverse stakeholders), as well as crafting and executingimplementation plans to ensure that strategies impact workflow andactivities.· Innovation: Familiarity with Design Thinking, Human-CenteredDesign, Red Teaming, Crowd Sourcing, War Gaming, Systems Mapping, orother tools to tackle complex challenges and generate creativesolutions.· Facilitation: Ability to convene and lead productive strategysessions, working groups, workshops, and conferences; convene diverseand unconventional perspectives.· Management: Leading a team, project management, project monitoringand evaluation.· Entrepreneurial: Self-directed and self-motivated, thrives inunstructured environments, able to generate project ideas and lines ofeffort, excited by undefined job description.· Foreign Policy/National Security Experience: At least someexperience, either in or out of government, is necessary. Particularlyrelevant areas include security assistance, defense commercial trade,military operational and strategic planning, counter-terrorism,maritime security, Asia-Pacific and India, counter-ISIL,Ukraine/European reassurance.
